Challenges and lessons learned from KVMAP project

In reality, this is the first time VNMAC has implemented such a large-scale ODA project and applied a holistic approach to mine action through synchronous implementation of all components: Survey and clearance, Capacity Building, Information Management, Mine Risk Education and Victim Assistance. In the beginning, VNMAC encountered many difficulties in the structure, organizational system, human resources and experience of project implementation in order to meet requirements from both the government and donors.

As a project implementation partner of UNDP, both VNMAC and UNDP had the opportunity to coordinate the implementation of the project in different management styles, while complying with strict management regulations from both sides.

A new management model through the establishment of a Joint Project Coordination Board, a Joint Project Management Unit and an Office of the Site Command Board has been developed and applied in the Project. This new management structure sometimes caused delays in the process, implementation, and reporting. It took longer than expected for both VNMAC and UNDP to apply a common process for both sides.

In addition, the human resource was limited in both quantity and quality, especially in the field of mine action for development, which led to a long time for both sides of the project management board to get acquainted with partner's own process and agree on how to work.

There was a lack of efficiency and coordination mechanisms between UNDP and responsible parties, such as VNMAC, the Ministry of Labor, Invalids, and Social Affairs, and the PPCs, when implementing projects at different levels. Thus, it took a long time to respond to administrative procedures from the central to local levels.
